Read the files in /adm/news, especially /adm/news/admin.
The runtime config file for Basis is /adm/etc/config.

Read the instructions that come with the three-digit releases of
MudOS (e.g. MudOS 0.9.16) for more information.

Basis was conceived as an experiment and as such has no implied
or expressed guarantees associated with it.  It has some good
features in it but is far from a finished polished mudlib.

The documentation for Basis is spotty at best.  If you can't figure
out how to make it do what you want to do, you might want to try
the TMI-2 1.0.x mudlib from TMI-2 (tmi.ccs.northeastern.edu 5555).
The ftp address there is ftp.ccs.northeastern.edu:/pub/mud/mudlibs.
TMI-2 is much closer to finished than Basis and TMI-2 and Basis
share several components.  E.g TMI-2 uses Basis's emoted system.
Basis uses the groups/access model originated by Portals as does
TMI-2.  Both TMI-2 and Basis use some variant of the 'bin' command
system.  Anyway, the main point is that Basis is for experimenters
who actually want to start with something smaller and less complete
than TMI-2.  If you want to start with something smaller yet, check
out the Lil mudlib that comes with the MudOS release.

Note, this mudlib last worked with MudOS 0.9.16.20.  If you have a newer
driver than 0.9.16.20 and Basis won't boot up under it, you should probably
check the ChangeLog file that comes in the source (src) directory
of the driver.  Look for changes marked with "COMPAT BUSTER" and see
how they might be keeping the mudlib from booting.
